Stirring The Seas

"For I am the Lord your God who stirs up the sea so that its waves roar -- His name is Yahweh of Hosts."
Isaiah 51:15 (Holman Christian Standard Bible)

Who else has the power/ability/authority to stir up the seas of the earth?

The 'sea' to the Hebrew mind was a foreboding/threatening place. The picture here of Yahweh stirring the seas is one of both His power and His protection for His people...as when He parted the Red Sea for the fleeing Hebrews out of Egypt.
